The PhD Graduate Stream of the Ontario Immigrant Nominee Program (OINP) is designed for individuals who have earned a PhD degree from an eligible Ontario institution. It provides a direct pathway to permanent residency without the need for a job offer, recognizing your high-level research skills and contributions to Ontario’s knowledge economy.
🎓 Eligibility Requirements
To qualify, applicants must:
- Have completed a PhD at a publicly-funded institution in Ontario within the past two years.
- Have lived in Ontario for at least one year while studying.
- Intend to live and work in Ontario.
Note: No formal job offer is required, but English or French language proficiency and a clear criminal record are still assessed.

Applications are submitted online through the OINP e-Filing Portal. You will need to provide:
- Copies of your doctoral degree certificate and transcripts.
- Proof of Ontario residence during your PhD (e.g., lease agreements, utility bills).
- Language test results (if applicable).
- A statement of intent outlining your plans in Ontario.
⏱️ Processing Times
The OINP aims to process complete applications within 60 business days. However, times can vary based on volume and completeness of submitted documents. Make sure to double‑check your file before submitting to avoid delays.
đź’Ľ Post-Approval Steps
Once nominated, you can apply to Immigration, Refugees and Citizenship Canada (IRCC) for permanent residence. IRCC processing can take 6–12 months. In the meantime, you may be able to extend your study permit or apply for a work permit under the Post-Graduation Work Permit (PGWP) program.
